Justice for Wang Wang
To the Embassy of the People’s Republic of China,
I am writing as a concerned member of the international community regarding the widely reported animal cruelty case that occurred in Jieyang, Guangdong Province, involving the reported killing of a stray mother dog, known as “Wang Wang,” and her newborn puppies.
According to multiple media reports, including coverage by BBC News and Chinese media outlets, the incident reportedly involved four minors who subjected the mother dog and her puppies to prolonged abuse, resulting in their deaths. Media reports further indicate that the abuse was recorded and later circulated online, prompting widespread public attention and condemnation. While some aspects of the case remain under official investigation, the severity of the reported acts has generated profound concern both within China and internationally.
This case has become an issue of significant international public concern. Coverage by BBC News, together with reports from Chinese media, has brought global attention to the incident. International animal welfare organizations—including Humane World for Animals, OIPA (International Organization for Animal Protection), and the Asia for Animals Coalition—have each publicly expressed concern and called for meaningful action. In addition, international petitions hosted by Change.org and Lady Freethinker have attracted tens of thousands of supporters from around the world, reflecting the growing global expectation for accountability and stronger legal protection for animals.
While we recognize that the alleged perpetrators are minors and that the handling of juvenile offenders falls within China’s legal framework, this case raises concerns that extend beyond the conduct of the individuals involved. It has prompted broader discussions about animal welfare, violence prevention, public ethics, and the importance of legal safeguards against deliberate acts of animal cruelty.
We respectfully request that the Embassy convey these concerns to the appropriate authorities in China and encourage a transparent investigation into this case. We further respectfully urge the Chinese government to consider introducing comprehensive anti-animal cruelty legislation. Such legislation would provide a clear legal framework for addressing intentional acts of severe animal abuse, strengthen public confidence in the rule of law, and demonstrate China’s continued commitment to social progress, humane values, and responsible governance.
The international concern surrounding this case is not directed solely at the outcome of one investigation. Rather, it reflects a broader hope that this tragedy may become a catalyst for the development of comprehensive anti-animal cruelty legislation. The absence of a specific and comprehensive legal framework addressing intentional animal cruelty has contributed to ongoing public concern regarding the prevention and response to similar incidents. Establishing clear legal protections would help ensure that acts of deliberate animal abuse are effectively addressed and prevented in the future.
Many countries have enacted laws that explicitly prohibit intentional cruelty toward animals, recognizing that protecting animals is closely connected to promoting compassion, civic responsibility, and respect for life. We sincerely hope that this tragic case may serve as an opportunity for meaningful legislative progress that will help prevent similar incidents from occurring in the future.
This letter is submitted with the utmost respect for China’s legal institutions and sovereignty. Our intention is not to interfere in China’s internal affairs, but to respectfully express the concerns shared by many members of the international community. We hope that these concerns will be conveyed to the relevant authorities and given thoughtful consideration.
Thank you for your time and attention. We appreciate any efforts to ensure that this matter is carefully reviewed and that meaningful steps are taken to strengthen protections against severe animal cruelty.
Respectfully,
Angela Khoo
